Welcome Message from General Chairs
It is our great pleasure to welcome you to APCC2008, the 14th Asia-Pacific Conference on Communications, and to Akihabara, Tokyo, Japan.
Recent advances on information and communication technologies have accelerated globalization of the world, and Asia-Pacific countries have taken essential roles in many aspects of society improvement. Under the theme of "Collaboration and Innovation toward New Generation ICT Society", APCC2008 provides a forum for researchers and engineers in Asia-Pacific region to present and discuss topics related to new generation information and communication technologies, while encouraging collaboration for new innovations that may change the world.
The APCC2008 opening plenary is a joint program with the co-located COIN2008, the 7th International Conference on Optical Internet. Three executive leaders, Dr. Hideo Miyahara, Prof. Byeong Gi Lee and Prof. Keping Long have kindly accepted invitations to deliver keynote presentations. The excellent technical program has been assembled under the leadership of Technical Program Chair, Prof. Iwao Sasase. A special panel session is featured to discuss R&D activities toward new generation networks. We sincerely hope you will find the conference informative and enjoyable.
APCC2008 is made possible through the technical co-sponsorship of the China Institute of Communications, the Korean Institute of Communication Sciences, and the IEEE Communications Society, in cooperation with IEEE Communications Society Japan Chapter. The IEICE Communications Society and the APCC2008 Organizing Committee are grateful to host this exciting event where participants from different countries will share innovations and visions for the future of new generation ICT society.

Message from APCC 2008 TPC Chair, Iwao Sasase
On behalf of the Technical Program Committee (TPC) chair, it is my great honor and pleasure to welcome you to this exciting event, The 14th Asia-Pacific Conference on Communications (APCC2008) in Akihabara, Tokyo, Japan. APCC2008 is sponsored by IEICE Communications Society, and technically co-sponsored by IEEE Communications Society, Korea Information and Communications Society (KICS), and China Institute of Communications (CIC).
This year, we received 354 paper submissions from 29 countries and regions. All papers were carefully peer-reviewed by the 52 TPC members and a large number of reviewers, with each paper reviewed by at least 2 reviewers. 203 papers from 22 countries and regions were selected and edited for presentation and publication. This accounts for a paper acceptance ratio of 57.34 %. Accepted papers were then grouped into 41 oral sessions. Also, we have planned one special panel session named "R&D activities towards new generation network and future Internet in Asia-Pacific region" on Wednesday morning, Oct. 15. The organizer is Prof. Tomonori Aoyama (Keio University, Japan) and panelists are Prof. Kilnam Chon (KAIST, Korea), Prof. Masayuki Murata (Osaka University/NICT, Japan), Dr. Atsushi Iwata (NEC, Japan) and Dr. Atsushi Takahara (NTT, Japan). The panel will provide a platform for presenting the latest technical and business issues in communications and networking topics.
Another highlight of the conference is the Keynote Addresses. This year, 3 keynotes will be delivered by distinguished scientific experts from the Asia-Pacific. These include Dr. Hideo Miyahara (NICT, Japan), Prof. Byeong Gi Lee (Korea Communications Commission/Seoul National University, Korea) and Prof. Keping Long (University of Electronic Science and Technology of China, China).
2008 APCC Best Paper Award Committee has been formed by representative from IEICE-CS, Prof. Masahiro Umehira, representative from KICS, Prof. Daehyoung Hong, representative from CIC, Prof. Yang Zhen, representative from IEEE Asia Pacific Board, Prof. Phone Lin, representative from APCC Steering Committee (ASC), Prof. Naohisa Ohta, Dr. Hiroshi Ohta as ASC secretary and me as APCC2008 TPC Chair. Professor Masahiro Umehira serves as a chair of this Award Committee, and Dr. Hiroshi Ohta serves as a secretary of the Committee. Based on the paper scores, the review comments, and the recommendation from the APCC chairs, three papers will be selected to receive the APCC 2008 Best Paper Awards.
You will find the technical program of APCC2008 very stimulating, informative and inspiring. We would like to extend our sincere thanks and appreciation to the exceptional work rendered by all TPC members and reviewers who made high quality reviews under a tight schedule. Especially, I would like thank deeply to Dr. Yutaka Arakawa, secretary of TPC, and Dr. Takashi Shimizu, treasurer of Organizing Committee. Without their hard work and devotion, the success of APCC2008 would not be possible. Thank you very much.
